Where can I buy DVDs to rent out?

I am looking to set up a small business renting out DVDs, but does anyone know where I can purchase rental DVDs as you cannot rent out normal retail DVDs? Thanks, but i am looking for somewhere in the UK. and it can't be normal retail DVDs as it's illegal to rent these. amazon and ebay only sell retail dvds usually, so this is not good, i need somewhere where i can get guaranteed supply.
